That would be the hard way. Too much gold everywhere. They could never find all of it.
The real easy way to own all of the gold is to simply blame the worlds currency woes on that unruly and volatile metal and then require, world wide, that the only way that anyone can use gold is to register it with the one world ship of state thereby effectively granting ownership of personal gold to the state. Cruel and unusual punishment for those who attempt markets not sanctioned by the ship of state will be the captains very effective policy.
The governmental digital currencies will be attempted first but the gold market will produce too much turmoil. The greed of the gold merchants, which are any who buy and sell gold, will play right into the trap and they will end up profiting as the ship of state allows or not at all.
In other words the merchants of the Earth will (register) cast their gold into the sea (one world jurisdiction under law of the sea) if they wish to use that gold.
No one will confiscate any gold. The people will turn it in voluntarily.
