Hi.
Context: Trump is a politician therefore I will not trust him.
With that said, 2A Right is guaranteed to be available to the Peoples of the States. However it is up to the People of the States to retain that right, and others, to themselves. The office of president cannot apply federal force against a duly elected State government. This includes force of federal funds. That defeats the purpose of a Constitution.
Virginia, the People, has two options.
It can seek federal supreme court -opinion-, which cannot be construed as legislation, and hope for a favorable outcome (risky at best), or it can use whatever method works to retain 2A and other Rights, keeping the squabble within the State. The situation at hand is not an accident. It was allowed to present condition in plain sight.
Trump is simply withdrawing federal 2A tit. Virginia stands or falls on it's own merit as is proper.
A Constitutional federal representative governing service is not a babysitting service. That is a lethal precedent to set.
