The also means that Every one of the Several States having a military base is a conquered territory of the US Government.

The President could order everyone vaccinated.
Wether that is enough to start the next internal war or not, I do not know.
I wager that everyone that is wearing a cloth muzzle will assault the vaccinations stations like Walmart on Black Friday.
